European Foreign and Security Policy

The Programme on European Foreign and Security Policy engages in empirical and theoretical research on strategic questions in foreign, security and defence policy in Europe. The EU’s ability to act in this area is our central topic. This includes the development of the defence component in the Common Foreign and Security Policy of the Union (CFSP). Furthermore, the programme covers the strengthening of transatlantic security cooperation, especially the development of NATO, and Europe’s relations to China.

The analysis of current security risks and possible political and military reactions forms the starting point for understanding these topics. Accordingly, adaptations of defence policy will receive special attention, for instance with a view on European and American force transformation.

The Programme on European Foreign and Security Policy is in charge of the analytical preparation of the three DGAP Study Groups on “Strategic Questions”, “Policy on Europe” and “Future Global Questions”, on behalf of the Foreign Office. Two researchers in the programme are also part of the research program “European Foreign and Security Policy Studies” of the Volkswagen-Foundation, the Riksbankens Jubileumsfonds and the Compagnia di San Paolo.

The primary objective of the programme is to foster exchange and networking among the German and international security communities. Secondly, the program’s research on foreign and security policy is designed to spur and contribute to the policy debates through writing, lecturing and media appearances.
