Between 2005 and 2009, the German Council on Foreign Relations was responsible for the Doctoral Program that provided twelve scholarships for doctoral students in Central and Eastern Europe. The Doctoral Program is directed at young, open-minded persons with various interests who wish to combine a stay in Central and Eastern Europe with a PhD thesis.
The Doctoral Program comprised of two groups with twelve doctoral students all together, who wrote their PhD thesis and at once taught at universities in Central and Eastern Europe, the South Caucasus or Central Asia. The Program ended in February 2009 with a closing ceremony at the DGAP in Berlin.
