Germany and the USA in the "War against Terror": Is Extraordinary Rendition Putting Transatlantic Cooperation under Strain?

The debate about secret prisons and CIA flights known as extraordinary renditions has put transatlantic cooperation to the test. The Bush Administration defends the practice as a viable tool to combat terrorism while Germany stresses the need to safeguard human rights and the rule of law in the fight against terror. Allegations on both sides of the Atlantic put at risk a common understanding about transatlantic values in general and transatlantic intelligence cooperation in particular. In fact, different threat perceptions and the political discourse over renditions is turning into an increasing burden for transatlantic anti-terror cooperation.

Die Debatte über Geheimgefängnisse und CIA-Flüge im Rahmen sogenannter "Extraordinary Renditions" stellt die transatlantische Kooperation vor neue Herausforderungen. Die Bush Administration verteidigt die Vorgehensweise als notwendiges Instrument zur Terrorbekämpfung. Die Bundesregierung betont dagegen die Notwendigkeit zur Einhaltung der Menschenrechte und Rechtsstaatlichkeit im Kampf gegen den internationalen Terrorismus. Vorwürfe auf beiden Seiten des Atlantiks gefährden dabei das gemeinsame Verständnis über transatlantische Werte im allgemeinen und die transatlantische Geheimdienstkooperation im besonderen. Unterschiedliche Bedrohungswahrnehmungen und der politische Diskurs über die Praxis der Renditions entwickeln sich zunehmend zu einer Belastung für die transatlantische Antiterrorkooperation.
