The Ukrainian-Russian gas conflict of early 2009 has inflicted sustained damage on the trust between Russia and the EU. Whereas the Russian side criticizes Brussels for not exerting sufficient pressure on Kiev and for putting the same blame for the escalation of the conflict on Gazprom as on Kiev, the critics within the EU feel confirmed in their warning of too great a dependence on Russian energy. Both the Russian suggestion for a new energy framework agreement as well as for a Eurasian energy forum met with little support within the EU. On the other hand, the Russian Premier Vladimir Putin has called into question, as a matter of principle, the Russian signature under the Energy Charter Treaty. At the same time, Russia is continuing to develop its bilateral energy relations with individual EU member states with the Nord Stream and South Stream projects. At an international gas conference that was conducted by the DGAP Russia-Eurasia Center on 19 May 2009, it emerged that despite the high degree of mutual dependence and the serious effects of the financial crisis on the entire energy sector, neither side is ready for compromise at the moment. Russia and the EU should reconsider their energy policy and demonstrate more readiness for conciliation. It remains the supreme goal to de-politicize energy policy and to turn it into an important pillar of strategic bilateral relations.
Der ukrainisch-russische Gaskonflikt Anfang 2009 hat das Vertrauen zwischen Russland und der EU
nachhaltig geschädigt. Während die russische Seite beanstandet, dass Brüssel zu wenig Druck auf Kiew
ausgeübt habe und Gazprom gleichwertig mit Kiew für die Eskalation des Konfliktes verantwortlich
mache, fühlen sich die Kritiker innerhalb der EU bestätigt, die vor einer zu engen Energieabhängigkeit
von Russland gewarnt hatten. Sowohl der russische Vorschlag eines neuen Energierahmenvertrages als
auch der eines Eurasischen Energieforums stießen in der EU bisher auf wenig Resonanz.
Umgekehrt stellte der russische Premier Wladimir Putin inzwischen grundsätzlich die russische Unterschrift unter den Energiecharta-Vertrag in Frage. Gleichzeitig treibt Russland mit Nord Stream und South Stream seine bilateralen Energiebeziehungen mit einzelnen EU-Staaten weiter voran. Auf einer internationalen Gaskonferenz, die vom Zentrum Russland / Eurasien der DGAP am 19. Mai 2009 durchgeführt wurde, zeigte sich, dass trotz hoher gegenseitiger Abhängigkeit und den gravierenden Auswirkungen der Finanzkrise auf die gesamte Energiebranche beide Seiten im Moment zu keinen Kompromissen bereit sind. Russland und die EU sollten ihre Energiepolitik überdenken und mehr Bereitschaft für Entgegenkommen zeigen. Oberstes Ziel bleibt, die Energiepolitik zu entpolitisieren und zu einem wichtigen Pfeiler strategischer bilateralen Beziehungen zu machen.

Alexander Rahr meets the Ukrainian President Viktor Yanukovych
On 18 June 2010, Alexander Rahr, together with other Yalta European Strategy board members, was received by Ukrainian President Viktor Yanukovych. Yanukovych discussed the improving economic situation in his country as well as his upcoming trip to Germany. In this context, Yanukovych announced that, among other things, he intends to use good relations with Germany as a basis to send important political signals to the European Union. Ukraine would like to establish a free trade area with the European Union. Moreover, Yanukovych hopes for the abolishment of visa regulations between Ukraine and the EU. (18.06.2010)
Almut Möller, the Head of the Alfred von Oppenheim Center for European Policy Studies, gave a speech at the EPIN conference in Istanbul on the topic of “Europe 2030: Debating a Broader European Strategic Concept”. EPIN regularly organizes meetings for its European think tank members in both EU member and applicant countries. This event was hosted by the Centre for Economics and Foreign Policy (EDAM). On 10 June 2010, Alexander Rahr chaired a podium discussion at the international conference “Drug Production in Afghanistan. A Challenge to the International Community” in Moscow.
