With a focus on China, the author analyzes the infl uence of interest groups, but also of decision-making procedures on the national and the European level on EU trade and security policy. As the emerging power of the 21st century, China challenges the Europeans economically, politically, and ideologically – in their very identity. How does the European Union react to this challenge? Who decides what kind of policy the European Union will adopt towards China? How are decisions made – and which roles do business interests, the media, or the United States of America play? Based on rational choice and a multi-level approach, this process analysis focuses on decisions in the 2003-5 arms embargo debate and the textile dispute, regarding decisions as ‘building blocks’ for policy. The analysis concludes with concrete policy-recommendations for a successful and farsighted policy of the European Union towards the People’s Republic of China.
Am Beispiel Chinas analysiert die Autorin den Einfl uss von Interessensgruppen, aber auch von Entscheidungsstrukturen auf nationaler und europäischer Ebene auf die europäische Handelsund Sicherheitspolitik. China ist die aufstrebende Weltmacht des 21. Jahrhunderts und fordert die Europäer auf allen Ebenen – wirtschaftlich, politisch, gesellschaftlich und ideologisch – heraus. Wie positioniert sich die Europäische Union gegenüber dieser Herausforderung? Wer entscheidet, wie europäische Außen- und Sicherheitspolitik aussieht? Wie kommen Entscheidungen zustande und welche Rolle spielen Wirtschaftsinteressen, die Medien als auch die Vereinigten Staaten hierbei? Der Analyse der Entscheidungsprozesse liegt ein auf „rational choice“ basierendes Mehrebenenmodell zu Grunde.

Central Asia between Russia, China and the EU
On the 20th of January 2010 Dr. Stefan Meister spoke in the context of a panel discussion organized by the DGAP Forum NRW and the Deutsch-Usbekische Gesellschaft about the increasing importance of Central Asia for the EU in Bonn.
