Terrorismusbekämpfung verlangt nach mittel- und langfristigen Strategien und bedarf interregionaler Kooperation. Effektive ist sie nur, wenn die einzelnen Akteure Kenntnisse über die Gegebenheiten über den eigenen Horizont hinaus berücksichtigen.
