Which model for Europe?

Disappointed by the Irish rejection of the Lisbon Treaty, both British and German governments are seeking ways to counter stagnation within the EU. What potential—indeed, what political will—exists for a deeper Anglo-German cooperation, and how can this be utilized to push Europe forward? Constructive bilateral relations would undoubtedly promote mutual interests whilst also benefiting multilateral efficiency.

Seit dem Ende des Israel-Libanon-Krieges im Sommer 2006 leistet Deutschland nicht nur als Führungsnation des maritimen Einsatzverbandes der UNIFIL-II-Schutztruppe der Vereinten Nationen einen wichtigen Beitrag zur Konsolidierung des Libanon. Im Rahmen der bilateralen Entwicklungszusammenarbeit baut die Bundesrepublik auch das Küstenradar der libanesischen Marine wieder auf, im Norden des Landes entlang der Grenze zu Syrien werden libanesische Soldaten, Polizisten, Zoll- und Grenzbeamte in einem Pilotprojekt an Verfahren des integrierten Grenzmanagements herangeführt und ausgebildet. Auch wenn – oder gerade weil – diese Aktivitäten weniger im öffentlichen Rampenlicht zu stehen scheinen, sind sie umso mehr geeignet, den Libanesen die Souveränität über ihr eigenes Land und dessen Grenzen zurückzugeben, und sollten daher in bewährter, zurückhaltender Weise fortgeführt werden. Die in Brüssel diskutierte Überführung erfolgreicher Pilotprojekte in eine EU-Mission könnte dagegen kontraproduktiv wirken.

The Legs of the Triangle – The EU-China Relations

China’s ascendance on the world stage signals a major shift in the global political, economic, and security environment. The ability of the U.S. and EU to deal effectively with the challenges associated with China’s rise have far-reaching consequences both for transatlantic relations and for the effective management of China’s global emergence and the world order. The Bush administration’s China policy appears still contested and the future of Sino-American relations highly uncertain. China has not already become the world’s 4th economy and 3rd exporter, but also an increasingly important political power (total external trade now more than three times the combined trade of India and Brazil). In this context, it is not surprising that competition and rivalries within the strategic triangle are growing. While ambivalence has always characterized the complex U.S.-China relations, increasing frictions in a number of political and economic fields is rather a new development within the EU-China relations during the last 12-18 months.

The EU Special Representatives: what lessons for the EEAS?

The work of the EU Special Representatives (EUSR) has not figured prominently in the coverage of EU foreign policy-making and output, let alone in the preliminary exchanges concerning the establishment of the European External Action Service (EEAS). Nevertheless, the experience they have accumulated provides relevant lessons to be fed into the upcoming deliberations on how the EEAS might be designed.
