Frankreich ist Frankreich ist Europa

Gerade in zentralen Politikfeldern wie der Klima- und Energie-, der Wirtschaftsund Finanz- sowie der Sicherheits- und Verteidigungspolitik zeigt sich Frankreich in jüngster Zeit immer wieder als Vorreiter für europäische Positionen, ohne dabei das nationale Interesse aus den Augen zu verlieren.

Der neue pragmatische Ansatz in der französischen Europa-Politik fordert von Deutschland ebenfalls eine stärkere Handlungsbereitschaft an der Seite Frankreichs, um gemeinsam Vorreiter der europäischen Entwicklung zu bleiben.

Strategies have varied among actors, with the US-driven “freedom agenda” and the EU’s Neighbourhood Policy as two examples. Interference of external actors ultimately raises the question if democracy can be imposed or if it has to grow from within a society. Which role do socio-economic, cultural or historical aspects play? Are secularism and democracy inextricably linked or can there be an “Islamic democracy”? Which are the necessary preconditions for democratization efforts to succeed and what are “lessons learned” from past experiences? Is democracy at all the one-size-fits-all solution?

Moreover, the orange and velvet revolutions in Ukraine and Georgia have been considered a model for further democratization in post-Soviet states. Many of the aforementioned “success stories” are linked to factors such as the socializing role of the European Union and NATO. Furthermore, the Council of Europe and the OSCE have engaged in improving the human rights situation in all former Communist countries and attempted to create flexible mechanisms for assuring political stability.

Climate Politics: The Motor Sputters Germany’s Foreign Policy Needs a New Major Project

In order for Germany to regain the leading role in international climate politics, five tasks are crucial:

rebuilding credibility through consistency and commitment,
establishing domestic climate policy through energy policy,
putting forth foreign climate policy that will enhance foreign trade policy,
developing CCS-technology for export,
integrating Russia more thoroughly into climate negotiations.
