Jean-Claude Mallet, chairman of the committee responsible for the French “White Paper on defence and national security” illustrated the main points of the paper, which was officially introduced by President Sarkozy on June 17th. 14 years after the publication of the last White Paper, France responds to the changed international security, which is increasingly shaped by changing global challenges (e.g. counterterrorism, non-proliferation of nuclear weapons, cyberdefence and energy security).
The Paper refers to the financing of the French defence policy, as well as geographic foci of foreign missions, the Europeanization of military procurement plans, and franco-NATO relations.
Jean-Claude Mallet is member of the Conseil d’Etat and former general secretary for national defence. He is member of the White Paper-Commission since its foundation in August 2007. The event was organized by the Franco-German Relations Program and the Berliner Forum Zukunft.
