On 30 June, the DGAP held a conference in conjunction with the British embassy on the possibilities for a Anglo-German agenda for Europe.
The conference began with a keynote speech by Germany’s Minister of State for Europe, Günter Gloser. In his speech, Mr Gloser outlined three central aspects of British-German cooperation in recent years: climate and energy policy, justice and home affairs and foreign policy. Looking ahead, the UK will have an important role to play in helping to build up EU-US relations.
The panel discussion then brought together think tank representatives and policy-makers of both nationalities, resulting in varied perspectives on issues such as national reactions to Ireland’s rejection of the Reform Treaty; British attitudes towards the EU; relations with Russia; and the concept of a social Europe. The panellists expressed reservations regarding the future of the EU – but it seems the difficulties ahead only serve to underline the importance of effective bilateral cooperation. Despite the ongoing debate on the institutional shape of the EU, at this point focusing on the substance (foreign policy, energy, climate change and so on) is essential, as it is substance rather than institutions that convince European citizens of the value of the EU.
The second keynote speech of the day was given by Jim Murphy, British Minister of State for Europe. Mr Murphy offered an upbeat prognosis of Anglo-German relations, whilst clearly emphasising the specific UK standpoint on European integration, economic policy and enlargement.
